City Clerk
The Office of the City Clerk is committed to pursuing excellence through professionalism, transparency, and accountability. The City Clerk’s Office strives to provide prompt, accurate information to the residents of Fountain. We pride ourselves on being a neutral and knowledgeable source of information. We administer to the City Manager and City Council and serve as the official record keeper for the City.
Open Records Request
The Colorado Open Records Act also referred to as CORA (C.R.S 24-72-201 et seq.) requires that most public records be available to the public and the City Clerk's office is committed to transparency and open transparency government.
The City Clerk’s office is responsible for maintaining all historical, administrative, and legal documents related to the City of Fountain. Many of our records are available and accessible for citizen by request as provided by CORA. By law, some City documents are confidential and privileged and may be withheld.
Submit a Request
Requests should be as detailed as possible including date and type of record you are requesting. If the document name is unknown, provide a brief, but specific description of the document or information you are requesting. A request that is broad, vague or too voluminous may cause a delay in the time it takes to produce the record.
If the records are available pursuant to C.R.S 24-72-201 et seq., the records shall be made available for inspection within three (3) working days of receipt of the request. If extenuating circumstances exist, the period may be extended up to an additional seven working days. The requester will be notified of the extension within the first three days of receipt of the request by the City Clerk.

Fees
Copies are subject to applicable charges.Total charges may vary for records that require extensive preparation or retrieval or research efforts involving staff time of 30 minutes or more. Where total charges are in excess of $10.00, prepayment is required. You will be contacted prior to fulfilling your request with the estimated costs.
Research cost is $30.00 an hour with no cost for the first hour.
Copies are $.25 per page.

City Charter
A City charter is a legal document establishing a municipality. A home rule charter is essentially a local constitution: it sets up the government structure and outlines its authority and its limitations. Under home rule, the City has the authority to create Ordinances and Resolutions that govern the municipality. The original Fountain City Charter was adopted in November of 1976 establishing Fountain as a Home Rule City.
A municipal code is an organized document of local legislation by subject matter, from the general to the specific and the codification is the arrangement of laws systematically.

The City of Fountain will be holding a coordinated election on November 7, 2023, and we are looking for some dedicated, energetic, fun, and committed citizens to become part of a 7-member team that will shape the future of our community!!
There are two At-Large positions and a Ward 2 position. You must live in Ward 2 to run for that position, but you may live anywhere in the city limits for the At-Large positions!
What do I need to do to run for City Council? (We are glad you asked!)
First, you must be a registered elector in the City of Fountain, then you would pick up a petition from the City Clerk and return that petition with at least 25 valid signatures from registered electors.
Then sit back and round up some supporters!
